X870E GODLIKE - PC starts up after PSU switch ON

After switching the PSU toggle switch to the ON position, the computer starts up. Can anyone confirm this behavior?

BIOS - 7E48v1A62 (also on older versions).
The “Restore Power AC Power Loss” setting in the BIOS is set to “Power off”.
PSU - Seasonic PRIME TX-1600 Noctua Edition
 
I don't think it's the PSU, the PSU itself cannot really tell the board to turn on, the signal comes from the board to the PSU.

What I would check here, turn off the PSU, and on the board, remove the front panel cable for the power switch from JFP1, it will be the top right cable. Now repeat the test. If the PC stays powered off now when you turn on the PSU, then you might have a faulty power button which constantly shorts the two power switch pins.

I figured out why this was happening — it’s because the “Resume by PCI-E Device” setting is enabled.
I use it to wake up my PC via WoL, so I need it. When it’s enabled, the computer turns on as soon as the PSU powers up, even if it doesn’t receive a WoL packet or the LAN cable isn’t connected.

I don't know if this is normal behavior for the motherboard or if it's a BIOS bug :scratchchin:
