X870E Godlike, stutter/very slow

I'm having this problem where it takes the computer longer than usual to boot up to windows. And when it does, its very slow/stuttery. Its unbearable until i initiate a restart/power off/on(25% chance its gonna be slow/stuttery again). Is this a common problem with MSI motherboards in general? I just came from another brand motherboard and never had this problem until i switched over to this board. I already did a fresh clean installation of Windows 11 Pro with all drivers up to date. BIOS has been updated to the latest version 7E48v1A24.

Spec:
X870E Godlike
9800X3D
64GB Corsair Vengeance
4080 Super FE
 
I'll check on that but i did remember forcing the pcie to stick to x16 4gen, same issue. disabled both LAN controller, same issue.
 
Did more testing. I think i fix the problem.

Changed both 'PCE_E1 Gen Switch' and 'Chipset Gen Switch' options in the BIOS to 'Gen4'.
So far no slow/stutter and that is with over 10+ reboots tested :p
 
With the Carbon, 0 PCI-E interface learning error with BIOS 1A1A. It seems to match with the 7E48v1A15 for your motherboard if we compare release dates.

I encountered this yesterday on the X670E Carbon, I also switched PCE_E1 Gen Switch' and 'Chipset Gen Switch', but after several reboots the problem returned. I hope you have better luck than me. You can check the device manager for "unknown usb device" and look at the events in the Windows log (cmd, eventvwr.msc), this was part of the symptoms my system had.
 
Keep watching. Additionally, check the PCI-E version of your video card after each Windows startup. You will be very surprised that fixing PCI-E in BIOS does not help.
 
Quick question, are you all using last December Nvidia Drivers, if not, roll back to 566.xx Newer Nvidia Drivers a broken
