X870E Red, Yellow Light, Error Code 15

So I just upgraded to an x870E carbon wifi, 9900x3d, 64GB DDR5 Patriot viper 6400 ram. Everything got put together fine. I go to boot it for the first time and I get red, yellow and error code 15. I also get NO signal to my monitor. I see what these error codes mean but I haven't seen all 3 of them put together. Anyone have any suggestions?
