Good day all
I have a MSI X99A SLI Plus motherboard. I have been struggling the past few months to see if I have a TPM access and cannot find it.
I have checked the bios as well and do not see it at all.

Check page 3-14 in the manual, it's under the advanced settings.
Also, may be too old for TPM 2.0.

I have a MSI X99A SLI Plus motherboard.

The CPUs you can use on that motherboard do not understand the TPM 2.0 protocol.
TMP 2.0 has been introduced starting with the Intel 100 motherboards.
But not even the CPUs you can use on those motherboards (Gen 6 & 7) are not 100% TPM 2.0 compatible.
That's why they are not accepted for Windows 11.
To be fully TPM 2.0 compatible you need at least an Intel 300 motherboard and an Intel Gen 8 CPU.

remusM is right.
Intel X99 motherboards do not natively support TPM 2.0 via firmware (Intel PTT) because the platform predates the Windows 11 requirements
