Do the 8 Pin and the 4 Pin Plug for CPU 1 and 2 need to be plugged in for the Motherboard to start up

just the 8 pin will work just fine. the 4 pin is just to supply more power if your doing Extreme overclocking with LN2

Entirely up to you. It should work with just the 8 pin connected. I usually just connect whatever my motherboard supports. Simply because the old addage "more power can't hurt" applies here. :)

Yes, what ^he said, if your PSU has those plugs, connect them all. It spreads the power draw over two plugs and cables, so there is less chance of the plugs/cables heating up with very high power draw. Much more important than how many cables you plug in is the quality of your PSU model though, it needs to be good enough for the components you use.
