I know both components are good as I have tested them in different configurations. However, together all I is power on and fans spinning and a black screen, no post. Is there any chance the Rx570 will work with this motherboard?

Are you using the latest bios?

I knew I missed something in my post. Yes the motherboard is on A.7, the GPU appears to be on the current one as well (015.050.002.001.000000)

Do you mean VGA/HDMI/DVI? I have tried all 3 on different displays, always the same result.
Unless it's outputing a video signal from one of the motherboard ports still; then I don't think there is any way to make it work.

Hi
This motherboard model sounds like one of those MSI used in desktop systems, am I right?

Could it be you disable VGA output by accident? Have you tried clear CMOS?

I have reset the CMOS and switched between PEG and IGD, as well as UEFI and UEFI+Legacy. The only time I got action with the RX570 installed was with IGD set and using VGA out on the motherboard; however, it locked up within seconds. On PEG there is no output out of the ports on the GPU or the ports on the motherboard.
