Are all power plugs in for CPU (4/8 pin), VGA card? Reseat your parts and ensure all of your power plugs are in.

Is this a new build?
Does it worked before?
Have you tried to boot with barabone setup and mainboard of PC case?
Do >>Clear CMOS Guide<< with power cord removed,
leave 1 memory stick in 1st DIMM close to CPU socket. Then try to boot.

The build is new and has not worked before I tried the barebones way both inside and outside of the case no boot. I did a cmos clear by removing the battery and setting the jumper and leaving it for a few minutes then it started something called bios recovery mode and I found the bios for the board and loaded it to a usb flash driver formatted as fat32 as the system requested it could find the flashdrive but would not read the bios file no matter what version is on it.

Did you try flashing the BIOS with the MSI USB Flash Tool?? Found here:  https://forum-en.msi.com/index.php?topic=108079.0

Also, try and get some memory that has tested compatible with this board.  Found here:  http://www.msi.com/uploads/test_report/TR10_1885.pdf

Use AMD memory, not Intel memory, then you know for sure.
