GTX 780 Gaming TF, voltage+core drops/fan problems

Hello. I have few issues with my 1year old Msi gtx 780 Gaming TF. This card is still under warranty for next year. But i live in Ukraine, so the card will travel around the world for unknown amount of time, which is not so good for me. So, maybe there are some fixes i could do myself.

First issue - FANS. One of them started to give rattling sound  (started ~3weeks ago), just search on youtube for it (can't post links). This sound only start to occur when fans at about 65% or higher. Sound is not that loud, but i'm sure this sound will continue to grow up in future. Minor fix is to limit fans to 60% and there wont be any noise at all, with ~65-69C, which is totally fine. So here is first question - can i change fans without warranty void?

Second issue - GPU can't keep up any OC anymore, even factory "game mode" (900@1045). In heavy games (also in 3dmark, heaven etc), voltage drop from 1.162 to 1.150 (sometimes to 1.137 or lower) and of course core clock drop to 1032/1019/1006 and sometimes even lower. My card was OCed for about half a year (before summer hit) to 1060>boost@1202 and memory to 6800. In summer i wasn't using my PC for alot, so decided to reset to defaults clocks. About 2 month ago i changed my rig (you can see it) and wanted to use my old OC, but to my surprise - i can't... My old rig was - i7 950@4000mhz, gigabyte x58a ud3r, 6gb 1600mhz ram, 1010w fsp everest. This rig is still nearby, so i build it and wanted to see if i'll have same problem - yep, same voltage/clocks drop etc as in my new setup. Also went to my friend with my card - same thing. Tested another GTX 780 from Inno (my friends card) - no problems, OC is working fine, all tests pass etc. So i'm pretty sure its not my setup which causing problems, might be something with card itself :S
What i have tryed - changed about ~10 different drivers, checked on different systems.
This is not temperature problem. Card stays at 60-69c top (good air flow and ~+20c in room) with limited fan speeds. Maybe VRM is overheat(no backplate of course....)?
Power set to 103%, but i never saw it above 100. Voltage is on default.
I know that Boost 2.0 will drop clocks, when temperature or power target reach the limit, but in afterburner non of this is reaching maximum (only power target is close, but it can drop clocks even if power target is at 90%....).
So what is this? Maybe i should try different bios (current one is - 80.10.37.00.15(P2083-0020))? Any suggestions please.

The graphic card is already an OC version, if you have kept it OCed for half year.
I think that will definitely shorten its life.

Seems it does needs RMA, but since it takes a lot of times,
you can ask your local MSI office for help first...

This is not the case for sure, ppl run 20-30% OC for YEARS and everything is fine. My old sli of 460 hawk were OCed for 4 years, no problems at all...
Anyway, i'll try to contact my local MSI support (its not actually local... in another city, which is 500km far away :/ ).
