A vbios doesn't help with temp issues. Check your case ventilation and make sure both fans of the vga cooler are running.

You also crossflashed your card with a vbios that is not meant for it. Don't flash random vbios versions without knowing that it applies to the batch of card you have.

Flash the attached.

Create a bootable usb stick (https://forum-en.msi.com/index.php?topic=165175.0).

Then unpack the previously provided archive (TV308MH_101.rar) and put the included file (TV308MH.101) on that stick.

Rename TV308MH.101 to 101.rom. Put the atiflash.exe also included in the archive on the USB stick too. Now boot from the stick.

Type atiflash -p -f -noaper 0 101.rom [ENTER] and let it flash the vbios.

I flashed the bios attached. of the changes noticed that ventelyatory idle started spinning at 1400 rpm \ min instead of 950 rpm.
Temperature is not changed. case in increased gpu voltages. my friend on the same video card voltage 1.132 and is much quieter and the temperature does not rise above 77 degrees.

Could you change the voltage to make the initial bios? I can, if necessary, the original bios.
this should solve the problem of noise and heat.

You can only get official MSI files here. You got the latest official one. The voltage depends on the individual gpu sample. Your gpu might not even work with the voltage of your friend's card. If you want you can always change voltage with software using >>MSI Afterburner<< without risking to brick the card with a vbios mod. Also make sure you seated the cooler on the gpu properly and didn't apply too much thermal paste.

Yes, you were right. The problem was in a thin layer of thermal paste (from a factory there was a dry paste, I changed 2 times but with very thin layer smeared). Has smeared a layer more thickly, also became properly. And a bios I shall leave original because with it more silently in idle time.

Thanks. The subject matter can be closed.
