So I try to install windows 10 on my m.2 ssd (samsung 960 evo) with a window 10 setup installed usb plug into my MSI z370 SLI plus motherboard, but then it shows "reboot and select proper boot device or insert boot media in selected boot device and press a key". Any idea or solution to this?

Well, have you set it to boot from USB in bios boot priorities or at least chosen USB to boot once? Is the USB key verified booting?

You shouldn't need a driver......It should detect the SSD without any need to load drivers.

I could load in to the windows setup but when it said where do you want to install windows no driver is shown. How can I install windows 10 in the NVME m.2 driver? Also any settings is required in BIOS to allow the M.2 driver load in the windows setup? Do I need something to activate it?

If your drive isn't shown in Windows setup, then there's a different issue.
Windows 10 includes a generic NVMe driver to install for virtually all NVMe drives out there. No driver should be needed, especially with the 960 EVO.

Where did you get your Windows 10 installation media from? Did you download it? Is it a USB drive?

Also in BIOS>settings>advanced>windows OS configuration- windows 10 WHQL support should this be enable?
When that is enable I cannot change the boot mode select to legacy+UEFI, which is the only boot mode that I could change the boot option#1 to the m.2 hard disk. In UEFI boot mode I cannot select the m.2 in any boot options.
Sometimes in BIOS the board explorer shows the m.2 is connected to the connector but sometimes it does not.
Any Ideas?

It should be pure UEFI and Windows 10 feature enabled. No priority must be set for the SSD. It is not visible there. Just install Windows.

Do you have your MB driver CD in the CD drive?
If so, remove it. I had the same problem when I tried to do a clean Win10 installation. It detects it and that stage you cannot proceed.
Once removed it installs without issues.

you mean the driver CD in the optical disk drive? I dont have an optical disk drive and maybe it the m.2 problem?
It is either "reboot and select proper boot device or insert boot media in selected boot device and press a key" come up when I choose samsung 960 evo after I press f11 ( thats when I choose legacy+UEFI boot mode), or run into the windows installation setup but after agree the terms and conditions agreement, the setup does not load any drivers so I cannot press next to install windows 10. Could it be the usb drive I am using or maybe the windows program is not compatible?
I really want it to work, should get a new m.2 to try to find out whether the problem is the motherboard or the m.2?
Thank you for the assistance and suggestions but I do not know what to do anymore.

Have you tried to use a HDD or SSD on a standard SATA port to check if that works?
That may give you a hint whether the m.2 is the problem or the win10 installation file.
In your BIOS check if you have UEFI only mode option.
Also check if you have an option to deselect/disable  the shared SATA ports that you loose when using a m.2  Check that SATA mode is set to AHCI and not RAID.
Check your Boot/Secure boot option is selected as "Other OS" and try that. Worked for me whilst Windows UEFI mode wouldn't work.
Select your m.2 as your first boot option and ensure that nothing is plugged into any other SATA ports.
