New BIOS Request 1070 Gaming Z

So a little back story first to make sure I am headed down the right path...... 

Every. Single. Game. I play I get stutter, no matter how taxing it may be on my CPU/GPU:
Rocket League
CSGO
BF4
BF1
RS: Vietnam
WC3??? lol

And the list goes on......

I read something about performance issues with Micron RAM and that there was a potential BIOS fix? I figured this was my last ditch effort because I just can't get rid of the stutter. Last week I upgraded my entire machine less the 1070. I was previously on a i5 4690k + Z97-A platform.

New build:
AMD 2700X
MSI X470 Gaming Carbon Pro
MSI GTX 1070 Gaming Z (not new)
16GB Corsair Vengeance RGB Pro DDR4 3200
Samsung 970 Pro 512GB
EVGA 750w G3

I changed every single component of my system except the 1070, yet the 1070 still stutters in the exact same way that it did before ALL new components. This is after multiple driver install attempts and full reformats leading all the way to this new system build....

Attached are pics of my S/N and the ROM file that was output from GPU-Z..... I think that's all ya'll need.

I also left out this is on a Dell S2716DG at 2560x1440.

I don't know if this is worthy evidence of the stutter, but this is typically what my games look like in CAM for Rocket League (top) and CSGO (bottom). Is this a normal graph you would expect to see? Or should my FPS be more constant?

I also noticed in these graphs that every time there is a drop in FPS there is a quick 5c spike in temperature on my GPU.

I'm really not sure what all this means but I figured providing the most info I can, the better answers I can get.

All these games are online games. Most likely these are server/network rather than vga issues. 

However latest vbios is NV330MH.1X1 which also includes the Micron fix. It is attached.

For flashing use nvflash: https://www.techpowerup.com/downloads/2850/nvflash-5-328-0-for-windows

note that you need to rename the unpacked file NV330MH.1X1 to .rom (e.g. 1X1.rom) for flashing.

If you saved the nvflash for windows .exe say under drive d: you can start it in a Windows prompt in administrator mode after you saved the .rom at the same place. First type d: (or wherever you saved nvflash and the .rom) and press enter. Now you changed to drive d: where you have nvflash in the root directory. Now start the flash with the following line: nvflash -6 1X1.rom (press enter)

Note that if using a 64bit OS you'll need to run the line nvflash64 -6 1X1.rom

Thanks for the help! That looks to have done it successfully according to GPU-Z BIOS version.
