Hello,
you don't give us keyboard an mouse references.

Is it wireless keybord or a standard USB keaboard?
In my memory, in the bios, and for Windows installing, you need standard USB peripherics.

That Cubi is mainly only for windows 10 as its only got USB 3.0 ports and Windows 7 and earlier have no USB 3.0 Drivers Built in.

you may be able to do so if you can manage to slipstream some USB 3.0 Drivers into the Installer but its a longshot do try this tool that adds some USB 3.0 drivers to a windows 7 installer and make a new instalation media with it using a windows 7 SP1 ISO disk image MSI SMART TOOL

Please use MSI utility-MSI Smart Tool for creating install disk first and It has included SOP.
Click "Utility" and then choose "Win7 64bit".
