Z390 Godlike - Fan control getting ignored

This problem appeared after changing my cooling setup. No software changes and no other hardware changes apart from 2 LED strips connected to JRAINBOW1 and JRAINBOW2. I made no changes to the fan control. All fan connectors have always been setup the same, even the ones that don't have anything connected to them.

Before:
Pump connected to PUMP_FAN1.
Adapter with 3 Fans (Pure Wings 2) connected to CPU_FAN1.
Fan 4 (B14-PS) connected to  SYS_FAN1.
Fan 5 (B14-PS) connected to  SYS_FAN2.
Fan 6 (B14-PS) connected to  SYS_FAN3.

After:
Pump connected to PUMP_FAN1.
Fan 1(Pure Wings 2) connected to CPU_FAN1.
Fan 2(Pure Wings 2) connected to SYS_FAN1.
Fan 3(Pure Wings 2) connected to  SYS_FAN2.
Fan 4(Pure Wings 2) connected to  SYS_FAN3.
Fan 5(Pure Wings 2) connected to  SYS_FAN4.
Fan 6 (B14-PS) connected to  SYS_FAN7.
All Fans additionally use a Noctua NA-EC1 extension.

Whenever I turn on my PC now, the fan control is ignored. All fans will spin at a fixed rate, they will not speed up or slow down no matter the temperature. In order to get it to work I need to enter the BIOS. That's it . Just enter and exit it. This will last until the next reboot.

I haven't done much troubleshooting yet. Just wanted to figure out if someone knows this problem before I start tearing down my whole system again. What I did though was changing all the fan curves. I set everything to just outright run at max speed all the time. But the be behavior is still the same.

One little weird thing:
Fan 6 (B14-PS) will always show 0RPM when set to DC. Maybe that just a fan specific thing and completely unrelated. Though I can't remember having this issue before.

Hello,
1/ When hardware configuration is changed, a clear CMOS is required to force discovery of components:
- Power off PSU, unplug the power cord and wait that all mobo's leds light off.
- Keep the upper button on the back panel pressed during at least 20s
- Plug the power cord and power on.
- You would see a message. Choose to enter in bios setup and set back fan curves.
2/ If previous did not resolve, there is a new bios version: V1.60. To apply it, do exactly that:
- Download >>Bios V1.60 (2019-04-01)<<.
- Take an USB pen having no more than 16GB (physical size) with only one partition.
   Verify it with CHKDSK.
- Unzip it and copy the file "E
7B10IMS.160" on the root of the USB pen.
- Boot and enter in Bios Setup. Press [F6], confirm, press [F10] and confirm. Pc should restart.
- Enter again in Bios Setup.
- Plug the USB pen into one port on the back panel (better to use a 2.0).
- Click on M-Flash then select the file on the USB pen.
- M-Flash should start; be cautious to not abort it before the end (can last up to 5mn).
- Power off PSU, unplug the power cord and wait that all mobo's leds light off.

- Power on, enter in bios setup and set back fan curves.
After bios update, update also >>Intel Chipset Driver (2019-03-06)<< then >>Intel Management Engine Driver (2019-03-06)<< then >>Intel Rapid Storage Technology Driver (2019-03-08)<<.

Cleared the CMOS according to the manual and redid all my settings. No changes.
Updated the BIOS (and had to redo all the settings I just did again...). No changes.

1/ Without the Noctua NA-EC1 and the Fan 6 (B14-PS) connected, same result?
2/ If you do not enter in bios setup at post step and run >>Dragon Center<<, what does it say for fan control?

So I reinstalled Windows for unrelated reasons, which somehow, for unfathomable reasons, seemed to have fixed the problem. I don't get it at all. The fans already went to their fixed speed before Windows even started to load. Can't remember doing any BIOS related changes either.

I found the solution!

After alot of search (there are alot of MSI users with different typs os motherboards experiencing this problem) and tests, I discovered that the problem is the MSI Fast Boot. DISABLE IT! 
It is a bug! When you do use MSI Fast Boot your customized fan curve will be ignored (after restart). I hope MSI fix this!
This bug almost got me crazy, and no one had the solution (not even their support).

Note that, if you had done what I explained in my first post, you would have find before:
