Hot GTX 1080ti Sea Hawk X

Guys need help with my GTX 1080Ti Sea Hawk , its getting hot while gaming at 4k res 90C . I added new thermal paste yesterday  and i have cleaned the radiator of the dust but without result . when i bought the card 2 years ago my max temp was 65 C under full load at 4k what can it be ? temps while idle are 25C

Most likely the thermal paste dried out. I would replace it.

but i did it yesterday so it would be weird if it dryied so fast again . is there something alse .How to check if the gpu pump is working?

Overlooked that you changed paste already. Is the pump connnected to the card or have you maybe forgotten to connect it when taking the card apart?

The pump is conected , the temp get 90 C after  gaming at 4k res after 30 min  and there is no way i can get it lower without vsync off . only when vsync on locked at 60fps wil lower the temp  . i understand that when vsync off the gpu will try to get as much fps as possible but its still too high for watercooled gpu .

90°C is too much no matter what load/stress. Reinstall the cooler again, again refresh thermal paste. Make sure you clean the gpu before applying fresh paste.

After some time i solved the issue , everything was fine with the thermal paste including pump . The problem was Voltage . It was running at 1.150v ( 1950Mhz Core clock ) after plying with the curve got 1.012v at 1950Mhz stable ( Temp : 62 C fan speed 49%) gaming at 4k ultra  for about 6hr .

check the FAN speed of the big radiator,
it can affect the GPU temps drastically. [you have 3-4 gears in there, increase if need]
and another important note:
clean the radiator FAN regularly and periodically,
its a magnetic for any dust, it collect dust very fast.
recommend to remove the fan from radiator 
before clean them both with a dust blower.
if this fan is a too dusty it can cause +15C, +20C over normal GPU temp.
