Does MSI Afterburner provide a way to limit an RTX 2070's top core speed ?

For example, prevent the core from exceeding 2100 MHz due to instability.

Only by trying to find an overclock that will not boost to unstable speeds. You can't set a fixed maximum core clock that prevents higher clockrates regardless of the settings..

How do you find a GPU core overclock that won't boost to an unstable speed ?

If the default maximum Core Voltage is 1.050V and the top stable speed is 2100 MHz, would setting every frequency increment above 2100 MHz to a voltage higher than 1.050V prevent unstable boosting ?

In Afterburner you can only set Mhz that are roughly added to the boost clockrate. You will need to use a benachmark that usually runs at maximum boost clockrate and see how high the gpu boosts. You can lower the speed until all boost clockrates the gpu reaches are stable. Unigine Valley is a good idea: https://benchmark.unigine.com/valley

When benchmarking, are you supposed to enable constant voltage in MSI Afterburner to keep the voltage at 1.068V ?

No, the gpu should determine the voltage needed.
