Problems with the Intel ME Update

Hi, as the title suggest, is there a way for me to revert the Intel ME update? 
Because right after the update, my laptop can no longer shutdown properly nor restart on its own. I would have to long press the start button to shutdown the laptop properly. Booting up the laptop also took longer than usual even when I'm using a NVME SSD for my boot drive (It would take around 10-15 seconds for the MSI splash logo to show up on the screen after the update). Other than that, it would be impossible for me to do any installation that requires rebooting or BIOS update in the future as the laptop can't restart on its own.
Reinstalling Windows does not fix the problem at all. Any help/fix is greatly appreciated.

Reinstalling Windows does not fix the problem at all. Any help/fix is greatly appreciated.

The current W10 is 1903, if you updated Windows, Where did you get it? How did you install it?

The current W10 is 1903, if you updated Windows, Where did you get it? How did you install it?

Thank you for pointing it out. Already updated my Windows to 1903. Problem still persist.
I even needed to manually reboot my laptop in order to install the Windows update.

I reinstalled Windows via Windows installation media and the BurnRecovery option as well.
Still can't reboot nor shutdown the laptop properly...

If you have bad Registry entries, the only thing to do is a clean install via USB.
BurnRecovery option will reinstall any errors that pre existed.
Try DISM online repair: https://www.windowscentral.com/how-use-dism-command-line-utility-repair-windows-10-image

if the problem is just ME fw ,, there is no problem downgrade or upgrade to last

what version are you using now? if you mean MEI ? use one of the Intel MEI Drivers & Software Consumer v1923.12.0.1278 or never package ,,,need me fw 10.x.x ,,if fw v9.x.x need v11.7.0.1069
