I've searched the web and found older issues dealing with the same thing, so I was wondering if there was a fix for the issue. Any time I reboot, I have to manually start Dragon Center and turn on Mystic Light on my video card (I also have an MSI monitor with RGB, which does not have this issue).  My motherboard is an ASUS ROG Maximus XI Hero (Wi-Fi) and I also run Corsair iCUE, which could possibly have some conflicting issues that I am not aware of.

It is normal that the graphics card needs Dragon Center running to apply the effects. Just make sure it is set to start automatically.

it should run at startup by default unless you disable it. but it might take a while after entering OS. you can check whether DC small icon shows up in the bottom right icon tray.
