im new to overclocking  id like to get close to 3.8 or 3.9 i have pics of my info any help would be appreciated

This is ancient technology.

One mistake he make there is enabling spread spectrum, it should be disabled for more stable overclock, but may be left auto as well.

Use HWiNFO to record default values and monitor while overclocking, it has much more outputs than cpu-z and realtemp.
Not sure about safe voltages you will have to search that too.
Also he says multiplier is locked on 22 but this cpu turbo boost is up to 25.
Your cpu multiplier is 25 and turbo boost 27 so it may be possible to achieve higher clocks with lower bclk with turbo boost enabled and cpu ratio on auto.
