I notice just now the motherboard is set to Dual even though there is four ram sticks occupying the right slots which is recommended by the manual and the markings on the motherboard.   It could be the newer BIOS updates.   I had 2017 BIOS update before updating it to fix other issues.

There is no issue with the ram because I been using this ram sticks for 2 years now.   I even got a new set of of ram

Old set is Corsair DDR4-3200 set to 2133 CL15.  8GB x 4

New set is Crucial DDR-2133 CL15 8GB x 4

Using the BIOs options memory interleaving like Die, Channel, Socket didn't fix it.

CPU is AMD Ryzen Threadripper 1950x

What right slots are recommended?
For quad channel with 4 memory modules use a2 b2 c2 and d2.

I use the CPUZ  http://valid.x86.fr/s44mhx  This is not my 24/7 OC though.   It even says dual channel.   It used to be Quad channel.   I don't remember when this got change.   Is there other bios options I should be aware of?

Slots you mention is correct.  Thats what it says on the manual and motherboard label marks near the ram slots.

There is nothing you should change in bios for quad channel.
