Not sure what I am missing here.  Updated my x570-a Pro to abba today and now it's locked at 3.8 GHz unless I use Ryzen Master to boost.  Before update was boosting to ~4.3 GHz without RM.  After updating to abba I loaded the optimized defaults, turned on XMP and turned off Cool-n-Quiet.  I also made sure Windows is set to use the AMD Ryzen High Performance power plan.  Not sure why it will not go over a CPU multiplier of 38 even when stress testing unless I use RM. In the past gaming would push the peak core clocks up but not now.  I can manually overclock to 4.4 GHz but wanted to let the system manage as before. Feel I am missing something simple here.

Edit add: Thanks montyac guess I will revert and wait.  Also I see the same locked 3.8 GHz when the PC is idle.

Revert back to the previous BIOS if you were not having any problems with it. Wait for a better released BIOS.

Finally managed to get the 4600MHz on my X570 Gaming Edge Wifi / 3900X.......and most important i was able to get the cooling under control....,,,and almost no noise anymore (still working this)
And look at the VRMOS temps.....a lot of people are complaining as these hit the 90C or even above........even some reviewers highlighted this in youtube video's, but as you see very acceptable temps overall now...

I have the Coolermaster Masterbox Lite 5 RGB case. 3 fans on the front pushing the air into the case. Due to the front panel this is not optimal at all.
As CPU cooler I use the promotion cooler 'Coolermaster ML240L RGB'. This one is also installed on the front including 2 fans as pull.
At the back 1 Fan for pushing the air outside the case.

I use the .151 beta bios......Bios is default except I have XMP on for my mem, set CSM instead of UEFI and turned off Cool-n-Quiet.
I also adjusted the fan speeds in the bios, but cannot state out of my head what the settings are....

When can we expect a new, fixed, version of the ABBA Bios for the B450 Tomahawk MAX please?
ALL of the new Bios versions including V33, but except V30 and V31, are having PCIe Problems, ie blackscreen and/or artifacts on Boot and uninstalling and recovering Nvidia driver etc.
Just tested all versions incl. V33 and that is a buggy mess in that regard too.
Whatever you guys did from V31 on, it was breaking something.
Funny enough, there is a guy out there called "The Stillt", on reddit etc, that is modding your bios to a better state than you released them. Iam obviously not installing them myself, because of safety concerns, but alot of people wrote on reddit that its basically a V33 Bios with no Bugs. He also did a V30 or V31 Bios with ABBA added.

System is:

My MB is the X570 Meg godlike and the bios is updated to the latest version (ABBA) and running at windows 10 pro 1903, and like i said in my previous post that this is the default settings with no overclocking.

OK, but comparing X570 MPG Gaming Edge Wifi vs. X570 MEG Godlike is a no go......a 200 euro MB vs a 700 euro MB......it's comparing apples with peers....
Only with one Beta bios (.141) I was able to hit 4625MHz......but by loading other bios i could never replicate that anymore.....even also not when im reload .141 on my MB

I've tested some time and it seems to be a good bios. Its a little more unstable on the memory overclocking side than other bios before it seems. At least on the ram i use.
While i could overclock my 2666mhz ram to 3000mhz no problem on other bioses, this now seems to need more voltage than before to get it stable.
Otherwhise, no cold booting issues anymore and the nvidia driver doesnt crash. Big thumbs up from me guys.
My 3700x is not a great manual overclocker, it needs 1.45 volts to get all core 4.3ghz, but it seems that, at least in spikes that get picked up by hwmonitor, it can reach 4399mhz on 6 of the 8 cores now.
Well done, i would say, you are on a good way. Just a little optimizing on the stability and you are there.
Just ordered me some 15-15-15-35 3600mhz Gskill Ram to speed up some thinks *wink wink*.

it can reach 4399mhz on 6 of the 8 cores now.

I have to correct myself. Its 2 cores hitting 4399mhz, and 4 cores hit like ~4350ish.

I updated my B450 GAMING PRO CARBON AC to newest BIOS (7B85v1A) and when I started the computer it went to windows login page and after logging in like in 5 seconds it hit the famous blue screen with the text starting "your pc ran into a problem and needs restart. ..." Restart of course didn't help. So what I did, I reinstalled the older BIOS (7B85v19) back and everything works fine. Is this known problem? I got 3900x as CPU.

BIOS update is not recommended unless your system is NOT working properly.

2. This BIOS does not affect DRAM overclocking much but memory may become a little bit more unstable above 4600Mhz (MICRON)

it looks like that i also have some nice win-win's with the latest Beta (.151) on my X570 Gaming Edge Wifi with 3900x......hitting 4650MHz.
Also the temps are kept very low including the VRMOS temps which are always deeply discussed as high and unacceptable on the Edge Wifi........

I only saw the 4.6Ghz when using bios version .141 I wasn't able to see it on .140 nor .151, yet.
Nevertheless I also have the lowest temperatures with .151, too.

I reset Dragon Center, Ryzen Master and bios.
after that i turn on XMP, UEFI, and tweakt a bit the fan speeds.......I cannot remember i touched anything else......i did play a bit with Cool 'n Queit but put that back to standard settings after.
And now the nice thing of the story comes.......
I was away the wole day, my wife turned on the computer and used it somewhere during the day. After she kept it turned on, but was not using it at all.
When i tonight stept behind the pc and did some temps checks i saw that my boost went up to 4650MHz.
Did she do anythong special today I do not know......
But i have the feeling that when the PC is in idle and not used the boost speed go much higher then you do something with the pc.

Until yesterday I used 7C37vA1 or 7C37vA2 for my MSI MPG X570 Gaming Plus + 3700x and I managed to get my Ballistix Sport LT 3000MHZ to 3433MhZ using the DRAM Calculator for Ryzen. My HDD broke and it took me ages to find the problem so I updated my BIOS to 7C37vA4 (1.0.0.3abba) as part of the process. After this my overclock did not work anymore. I couldnt even get the XMP Profile to work, it just said Overclock failed and so it stayed at 2400Mhz.

Now I flashed back a version to 7C37vA3 and my 3466 overclock still doesnt work anymore but atleast the 3000 XMP profile does.

So in case anyone has the same problem, you're not alone. Guess Ill stick to this for now..

Not sure about the bios version numbers of your board, but I have the same with the .151 beta  version for my gaming edge RAM OC doesn't work properly anymore with that latest beta version.
Last version I could OC my ram properly was the beta .141 - even stable v14 didn't let me to use my common RAM Oc

Not sure about the bios version numbers of your board, but I have the same with the .151 beta  version for my gaming edge RAM OC doesn't work properly anymore with that latest beta version.
Last version I could OC my ram properly was the beta .141 - even stable v14 didn't let me to use my common RAM Oc

This is the BIOS page of my board.. talking about the latest and second latest version listed here that break my OC settings. Also I noticed, my CPU fan is now louder in idle than it was before. This all is quite upsetting.

why? :/ i tired the newest beta bios v341 but the same issue :/

why? :/ i tired the newest beta bios v341 but the same issue :/
This is where it all started for me.. I think its a problem with the latest windows update.

I just tried it, but see no improvements compared to .151 ......I even believe .151 performe better.

One from factory is sufficient to run 3600X, but to be on safe side, update the BIOS. Until AMD gets their AGESA right, BIOS updates will keep coming.

Cos of This, I doubt everything that is spoken about in the blog post is in this test version. Nevertheless I found plenty of new options in the Bios I would like to get explained. also the fact that there still isn't a unified overclocking Menu.

+ The Screenshots and the Info given in the OP are from an .146 Version, and with the new .153 Testversion wie got at least 2 Options for the CPPC in the Bios.

What's things like...

I really hope that the new bios will fix my issues on B450 Tomahawk Max motherboard.

1. Random PC reboots. Kernel-Power 41 BugcheckCode 278 error in the Event Viewer. I have to have "ErP Ready" enabled and bios on "UEFI" mode to stop this from happening.
2. Everyday my PC feels like a "ticking bomb". I'm waiting for nvlddmkm driver crash while GPU is running at PCI-E x16 3.0. After the crash GPU changes to PCI-E x8 3.0 and then PC is stable for the rest of the day.

I've tried all BIOS versions including E7C02AMS.341 beta posted here. I even replaced PSU and RAM thinking it could be the problem. No luck. It could be the GPU but I think it's less likely because a lot of people have similar issues to mine. Unfortunately I don't have another GPU to make sure.

I updated my MSI X570 Gaming Pro Carbon Wifi to 1.44 Beta, but my system took minutes to boot into bios screen or os (win10) when it booted into os, the system freezes very 3-4 seconds for 1 or 2 seconds. Had to use the bios flash button on my board to go back to 1.3

It would not post at my usual 4.2 GHZ and above all core overclocks that I had achieved on the earlier 1.% official bios. It did post at stock frequency for my 3900X. I would not recommend it in its current form. It is a beta bios even though MSI did not explicity say so. I reverted back to bios 1.5 and my performance and stability are far better. Wait for the official agesa update of bioses this one is not fit for the birds.

I'm having the exact same problem with my MSI x570 MPG gaming plus board; the RAM overclock I had which was perfectly stable on the old bios AMD ComboPI1.0.0.3a, with the 1.0.0.4 B patch, my computer will boot up once to windows with my RAM overclock working fine and system totally stable, but upon attempting to reboot or power down / back on, it won't restart and CMOS has to be cleared or disable memory overclock.
